Austin starts process to create policy ensuring all feel 'Safe to Call' 911 without fear of arrest, deportation

Some Austinites have been avoiding calling 911 out of fear that they could be arrested on unrelated offenses or detained on behalf of Immigration and Customs Enforcement.
